Bawinanga Aboriginal Corporation's enterprise development began in 1996. Profits from this business provided the organisation with its first discretionary income. Over the years, profit has been used to fund the development of a variety of new trading enterprises to create meaningful employment for all CDEP participants and to foster the growth of unsubsidised jobs.
Bawinanga Aboriginal Corporation's business operations contribute approximately 60% of the total turnover. Business profits have been used to 'top-up' the wages of CDEP workers who want to work more than the 18 hours per week paid for by CDEP, and to reward with a higher rates of pay those workers who take on extra responsibilities or have specialised skills.
BAC has expanded and diversified in response to the changing needs of a rapidly growing population, and major shifts in government policy. BAC began as an outstation resource agency and has grown to become a large and complex regional development organisation with an annual turnover in excess of $34million this year, providing services for 32 outstations, administering some 50 grants, operating a significant CDEP program, and managing a suite of businesses and services. In its third stage of development, the organisation is increasingly engaging in the open market, competitively tendering to deliver services for Maningrida and outstation people. BAC strives to maintain growth and stability for the benefit of the community and employees within the context of the maintenance of land, language and culture, while balancing the shifting directions of government policy.
